Past Street Projects
Dann Street will be under construction and completed in late July 2018. Currently, the water main has been installed and is in the process of being pressure tested for leaks along with testing to make sure the new pipes are bacterially safe to be hooked into the existing system. The contractor will begin hooking up the service laterals to the new main once testing is completed.
Westbound Lane near Walgreens
The City of Whitewater is working on street repairs due to extreme heat conditions. The first lane closure will be in the westbound, inside lane near Walgreens. The inside westbound travel lane will be closed starting Tuesday, May 29, 2018 in order to dig out the buckled cement and replaced with new cement. Once the new cement is placed, it can take up to 7 days for the 9 inches of new cement to cure properly.
Additional temporary eastbound lane closures will take place in this area for minor repairs as well. These smaller repairs should only last a few hours as the material used will cure in a matter of hours. After the westbound, inside driving lane has cured, it will be reopened to normal traffic and the outside (North) westbound lane will be closed and new cement will be placed in this lane at that time and the same curing process will take place for approximately 7 days.
Main Street in Front of Andersen Library
There will also be two lane closures for eastbound traffic on Main street in front of Andersen Library on the UW-Whitewater Campus. This location will be taken down to one lane traffic in both directions to allow for the eastbound lanes to be repaired. This area is being worked on as one large project due to the extensive damage that took place, including the some of the curb.
After the new cement is placed, this area will also be closed for approximately 7 days for the new 9 inch cement to properly cure. This are will only need some small hourly closures in the westbound lanes after the street has been fully reopened for additional minor repairs.
Additional Closures
These are the only scheduled repairs due to the extreme heat and pavement blow-ups at this time. The Department of Public Works will issue additional statements of closures and repairs if additional situations arise. We appreciate your understanding and cooperation during this repair schedule.
Last week the contractor had a short week with a holiday and one day of bad weather. They were able to complete the new water services on the east side. This week they will continue replacing water services on the west side of Dann Street and plan to tie the new water main into the existing system at Clay Street.
Residents will lose water service temporarily during this tie over. The contractor will then begin to replace the sanitary sewer and connect the sanitary laterals as they are encountered. Residents should not see any interruption to their sanitary sewer service.
The contractor finished water lateral services on Dann Street and made the connection of the new water main to the existing system last week. The contractor also began sanitary sewer replacement last week. This week, the contractor will continue installing sanitary sewer mains, making temporary connections to sanitary laterals as they are encountered and making temporary connections with the existing main at the end of each work day. Residents should not see any interruption to their sanitary sewer service during this work.
The contractor on Ann Street and Franklin Street project has been installing sanitary sewer between Trippe Street and Franklin Street, along with three casings under the railroad tracks on Franklin Street. Work this week will include finishing the sanitary sewer on Ann Street, including the Walworth Avenue intersection. Sanitary sewer will also begin to be installed on Franklin Street south of the railroad tracks. Water main installation is anticipated to begin on Ann Street.
The contractor on Dann Street continued to install sanitary sewer and removed old sanitary sewer laterals that ran through the storm sewer pipe. The contractor is anticipating completing the sanitary sewer work this week along with the storm sewer work before moving to Esterly Street.
The contractor on Dann Street finished laying sanitary sewer main and laterals and started the installation of storm sewer last week. Work for this week includes finishing the storm sewer pipe, making the final sanitary sewer connection at Dann Street and Clay Street and starting the roadway construction. Removals on Esterly Street may begin by late week.
The contractor on Ann Street and Franklin Street continued installing sanitary sewer main on Ann and Franklin Street and began installing water main on Ann Street last week. Work for this week includes water main installation on Ann Street working west from Trippe Street and on Franklin Street later in the week starting at Walworth Avenue and heading north.
Dann Street / Esterly Street
Last week the contractor installed base course on Dann Street and began sanitary sewer installation on Esterly Street. The installation of sanitary sewer on Esterly Street is slow going as the contractor is dealing with bedrock and contaminated groundwater. Sanitary sewer installation will continue this week on Esterly Street. Curb and gutter on Dann Street is tentatively scheduled for early August.
Ann Street / Franklin Street
Last week the contractor worked on the detention pond, installed sanitary sewer and water laterals on Ann Street and installed sanitary sewer and water main on Franklin Street north of the railroad tracks. Sanitary sewer and water laterals will continue this week on Ann Street along with the construction on the detention pond.
The existing water main on Ann Street is very old, brittle and has been eroding away from the corrosive soils. Because of this, there has been a number of leaks on the existing water main as the contractor digs near it. To fix the leaks the contractor needs to shut off the water in the existing water main affecting service to nearby homes on a temporary basis.

The City of Whitewater was just informed that the contractor for the Milwaukee Street project has reconsidered their startup date due to a change in the forecasted weather. Work is now tentatively scheduled to resume on Monday, March 9, 2020.
As stated in an earlier announcement, Milwaukee Street will be closed to thru traffic from Rice Street to the round-a-bout. The contractor will be finishing the sanitary sewer and storm sewer work in this section. After the underground work is completed, crews will complete the remaining concrete pavement, curb and gutter, drive approaches and sidewalk, street signs, pavement markings and restoration.
After the underground work is completed between Rice Street and the round-a-bout, the contractor will resume work on Elkhorn Road from the round-a-bout to Highway 12. Work in this section includes storm sewer, milling and overlaying of asphalt pavement, concrete pavement, curb and gutter, sidewalks, street signs, pavement markings and restoration. Elkhorn Road will be closed to thru traffic. Access will be permitted for local businesses and property owners.
The roundabout will remain open to traffic during construction.
All work is scheduled to be completed by July 21, 2020.
