The Finance Department manages finances for:

  • All of the city's day-to-day activities
  • December to January tax payments
  • Miscellaneous invoice payments
  • Pet licensing
  • Utility payments

2023 Budget Amendment

The proposed amendment to the 2023 period of the current 2022-2023 biennial budget was presented to the Common Council on October 4, 2022. The Finance Committee then held three meetings to review the material in detail before bringing some nominal revisions back to the Common Council on November 1st. In it, two versions of an amended 2023 Budget were presented as the results of the November 8th referendum fall only one week before the 2022 levy must be adopted by the Common Council at their November 15th meeting. One version of the proposed 2023 amendment (2023A) assumes the Fire/EMS referendum passes. The alternate version (2023B) assumes the referendum does not pass. The original 2022-2023 Budget document has been updated with both 2023 budget amendment alternatives. Please note, only Revenues and Expenditures for all funds have been updated and a new Budget Message. Remaining narratives, metrics, and illustrations will be updated before final approval and publication in December. The proposed 2023 Budget Amendment can be found here. 

A public hearing will be held on November 15th 2022 for additional public comment and input before the Council considers adoption.

2022 Revenue Bond Issuance

The Common Council approved the sale of $8,190,000 of Revenue bonds at a May 19, 2022 special meeting. These bonds will provide permanent financing for Capital Projects approved in the 2021-2023 budgets to benefit the Water and Sewer Utilities. These bonds are secured by the revenues of both the Water and Sewer Utilities in Whitewater. 2022 General Obligation Bond Issue

The Common Council approved the sale of $5,130,000 of General Obligation bonds at their March 15, 2022 meeting. These bonds will provide permanent financing for Capital Projects approved in the 2021-2023 budgets. Further information can be found in the Sale Day Report found here. 2022 Financing Plan.

2022-2023 Municipal Budget Adopted

The 2022-2023 Operating and Capital budgets were presented to the Common Council on November 2, 2021 and subsequently adopted on November 16, 2021. This approval follows several detailed review sessions by the Finance Committee during October.
