Housing Loan Program
The City of Whitewater has funds (subject to availability on a first come-first serve basis) through a Community Development Block Grant for Housing Rehabilitation. The funds are loaned at 0% interest to eligible households for home repairs. The program is administered on behalf of the City by MSA Professional Services, there is no cost to fill out an application and all information submitted is strictly confidential.

Funds
Funds are available for the following types of projects:
Homeowners
These funds are available to eligible households for home repairs. The loan is a 0% interest, deferred payment loan - you do not pay it back until you sell the house or no longer live there.
Home Buyers
Loans are available to assist with purchasing a home. The loan is a 0%, deferred payment loan - you do not pay it back until you sell the house or no longer live there. Funds can assist you with down payment and closing costs. There will also be funds available to make repairs to the home that you purchase.
Landlords
Installment loans are available for landlords who rent to tenants that are low - to moderate - income. The loan is a 0% interest loan. Contact the program administrator for more details.
Repairs
The loan can be used to make the following types of repairs:
- Connect Water and Sewer Lines
- Electrical Upgrades
- Handicap Accessibility
- Painting, Siding, Porch Repairs
- Repair/Replace Heating Systems, Water Heaters and Plumbing Systems
- Replace Windows and Doors
- Roofing
- Other General Improvements

In order to be eligible, your income must be below the following limits for Jefferson and Walworth County:

Interested households can contact the MSA Professional Services - Housing Program Office at 800-552-6330 for more information. Households can apply for the housing program at any time.
Submitted Documentation
Applicants will be required to submit a copy of their 2019 Federal Income Taxes, most current paycheck stubs, a copy of their property insurance, and a copy of their 2019 property tax bill. In addition, if you receive child support, social security or unemployment, you will also need to provide documentation for those items.
